OWWA ELAP for Dependents of Deceased OFWs

Losing a loved one who worked abroad can be incredibly difficult—not just emotionally, but also financially. If you’re a child or spouse of a deceased OFW, you can take advantage of OWWA ELAP so you don’t have to face the future alone.

The Education and Livelihood Assistance Program (ELAP), offered by the OWWA, is here to help. This program provides both educational and livelihood assistance to support your journey forward. In this guide, we’ll walk you through everything you need to know about ELAP—who can apply, what you’ll get, and how to apply.

What is ELAP?

ELAP is designed specifically for the dependents of OFWs who were active OWWA members at the time of their passing. The goal? To help ease the financial burden by providing:

  1. Livelihood Assistance – a one-time grant for the surviving spouse or parents to start a small business or livelihood project.
  2. Educational Assistance – for one dependent, usually the eldest child, to continue schooling.

Who Can Apply for ELAP?

For Educational Assistance:

  • Must be a child of a deceased OFW who was an active OWWA member.
  • Single and not older than 21 years.
  • Enrolled in elementary, high school, or college.
  • Not currently a scholar under any other program.
  • Must have a General Weighted Average (GWA) of at least 80% and be in the top 20% of the class.
  • Must be in good health and good moral character.
  • Must pass the DOST-SEI qualifying exam and the university’s admission criteria.

For Livelihood Assistance:

  • Must be the surviving spouse (if the OFW was married) or parents (if the OFW was single).

What Courses Are Covered Under ELAP?

ELAP covers any course the dependent wishes to pursue in college.

How Much Financial Assistance Can You Receive?

The financial assistance from ELAP depends on the dependent’s grade or year level. The scholar can receive an amount ranging from Php5,000 to Php10,000 per school year.

For the livelihood assistance, the surviving spouse/parent will receive a one-time support worth Php15,000.

How to Apply for ELAP?

ELAP requires a walk-in application through an OWWA Regional Office.

Before you head to the OWWA office nearest to you, make sure you have the following documents ready first.

  1. For Educational Assistance
    • Completed ELAP application form (2 copies)
    • Two recent 2×2 ID photos
    • Death certificate of the OFW
    • Official report from embassy or consulate (if applicable)
    • Proof of relationship to the OFW (e.g., PSA birth certificate)
    • Proof of enrollment (e.g., Certificate of Registration)
    • OWWA Membership proof (e.g., Official Receipt of OWWA contribution)
    • Health certificate
    • Certificate of good moral character
    • Academic performance certificate (GWA and class rank)
    • Sworn statement (no dual citizenship or residency application)
    • Copy of the signed Scholarship Agreement
  2. For Livelihood Assistance
    • Completed application form
    • Two passport-sized photos
    • Proof of relationship to the deceased OFW
    • Proof of OWWA membership
    • Consent letter from the intended beneficiary (if needed)

Once you have these documents on hand, you can proceed with the application process:

  1. Visit the nearest OWWA Regional Welfare Office (RWO).
  2. Get the application form.
  3. Fill out the form and prepare the required documents.
  4. Submit your application by handing over all the requirements to the OWWA RWO staff.
  5. Wait for feedback. OWWA will assess your application and contact you with updates.
